America’s long-term transportation behavior is changing, especially among Millennials, America’s largest generation. Nevertheless, states continue to spend billions each year on new and wider highways. This is a failed approach - one that relies on tomorrow’s money to pay for yesterday’s policies, rather than working to build the 21st Century transportation system we need.
